Virtual asset businesses in the UAE are regulated. Which regulator applies depends on where the business is based.

Regulated activities
Exchange, broker-dealer, custody, lending and borrowing, advisory, asset management and token issuance, among others.
Non-regulated activities
Blockchain software development and some technology services may not need a virtual asset licence if they do not provide regulated services. Get the activity analysis right before applying.
Banking
Banks are selective with crypto businesses. A licence from the right regulator, strong compliance and clear flows are essential.
