Most businesses no longer need a UAE national partner. Some professional licences still need a local service agent.
Local sponsor (partner)
Historically, mainland LLCs needed a UAE national holding 51% of shares. Since 2021 this is no longer required for most activities, apart from those with strategic impact.
Local service agent
A UAE national or UAE-owned company that represents a professional firm or branch before government authorities. The agent holds no shares, has no control and receives an agreed fee.
When an agent is needed
Some professional licences, such as sole establishments and civil companies owned by foreigners, and branches of foreign companies, depending on the activity.
Common questions
Can a local service agent interfere with my business?
No. The agent's role is limited to the service agreement and holds no ownership rights.
